You can't play on anyone elses' trains... unless they can't play on their own train. Then their train marker will leave the station and drive to end of the tracks, which opens the track up to other players. Play a double domino to throw an extra challenge into the mix! Someone needs to play on that double domino before anyone can play on any other lines of track!
